Download DaemonTools ..
than mount the .ISO data in daemontools ( by clickin left click on daemontools and than mount cd/dvd or what it says..)
than it should come up automaticly.

1. Burn or mount .iso file
2. install using serial provided (drag deviance.nfo into notepad)
3. go to the program files and replace the file provided
4. mount or insert the .iso And play

Original Directions:
1) Unrar
2) Burn or mount
3) Install using the following serial: XEZL-GZWX-XQZG-GEGU-EEFC
4) Copy the crack from the DEViANCE dir on the DVD into game dir
5) Play

This is my interpretation for you:
1) Unrar/Unzip/Uncompress/Extract the folder that you downloaded <---(they all mean the same thing)
2) Burn the main file (dev-cod2.iso) to a DVD or Mount it making a virtual drive. I highly recommend mounting it instead of burning it. Mounting is much easier and it takes much less time. You can mount it with Daemon Tools
3) Install the game, when it asks for Serial Number or a Key Code put in the following: XEZL-GZWX-XQZG-GEGU-EEFC
4) On the DVD you burned it to or the virtual drive you mounted it to, go into the folder called "DEViANCE". In this folder, there will be a file called "CoD2SP_s". You need to copy and paste that file into the game's main folder (C:/Program Files/Activision/Call of Duty 2) and replace the old file with that file
5) Enjoy the Game

After you follow these steps, the game (including Single Player mode) should work. If it still doesn't work, try running the game as an administrator.
Also, you might want to check and make sure that the game is still mounted in Daemon Tools.
