Yes, I think so. Anyway, nowdays its the best activator for SP1. For two reasons:

* You dont need to install windows with any previous serial # u can leave Serial BLANK
* It works for ANY version of Vista
* Its FAST. Just click, ask for reboot. DONE

And it changes something from the bootloader, but its minimum. And for me, doesnt affect anything.
The BEST from the 3 I tried.
