i can't get the subtitles to work, jap audio + eng sub only comes out as jap audio with no subs

After I installed it and tried to play it nothing happens, I would click new game and the difficulty but it wouldn't do anything. It doesn't crash or freeze or anything, but nothing positive happens either, it just sits there.
