Lol, ok so I stumbled across another of your comment. Don't you have an antivirus? Anyway, you can try restoring the OS, if removing the EXE from startup doesn't solve it.
Or boot into safe mode, delete all the temp files and the files you think are causing this problem.

This obviously has nothing do with P2P. You need to be more careful while you download stuff off the internet. go to Start->Run and type "msconfig" (without the quotes). Go to the Startup Tab, and disable ( uncheck ) any PhotoShop CS4.exe you find there. If that doesnt solve your problem, you can use system restore.
Regardless, remember to always scan executables you download, before running them. Torrents are great, just remember to read the comments and find out if its trusted or not.
